The 'Never Say Never' star, who turns 17 on Tuesday, is asking fans to donate to Charity: Water for his birthday in an effort to raise $17,000 for clean water in developing nations.
On his Charity: Water page, Bieber writes, "Together, we've made a big difference for many causes. Did you know that about 4,500 kids die each day from waterborne disease? By building clean water projects for villages that need them, we can prevent this!
I want to make my birthday matter this year -- let's make it so more kids can grow up to have a 17th birthday like me. Join me to make a change."
The singer, who stepped out at last night's Academy Awards with rumored girlfriend Selena Gomez, asks fans to donate $17 to the non-profit in honor of the number of years since his birth.
"I'm really so grateful for my family, friends and fans -- and I believe we can do something big to help bring clean water to people in need," writes Bieber. "Even if you don't have $17 to give I just ask you to go out in your community and try and make a positive difference. Even the smallest act of kindness can go a long way. Charlie Sheen sat down with the 'Today Show' for a candid conversation Monday morning and gave some insight into what is no doubt one of the more bizarre celebrity stories in recent memory.
CBS, home to Sheen's sitcom 'Two and a Half Men,' voiced concern over the actor's reported drug binges involving multiple porn stars during the past few months -- concern the actor took offense to, claiming he is at war with CBS.
"[We're] definitely at war. The war is that they are trying to destroy my family, trying to take all my money, leaving me with no means to support my family," Sheen told 'Today.
Sheen, who (until recently) starred in the hit CBS comedy, is lauded as the highest paid television actor, reportedly making close to $2 million an episode.
Those paydays, however, are now long gone, according to CBS. The network released a statement Friday evening announcing it had halted production on the sitcom for the remainder of the season.
"Based on the totality of Charlie Sheen's statements, conduct and condition, CBS and Warner Bros. Television have decided to discontinue production of 'Two and a Half Men' for the remainder of the season," the network said in a statement, first reported by TMZ.
Sheen fired back, claiming he's clean of all drugs.
"Look at me, duh ... drug tests don't lie. The scoreboard doesn't lie," he said.
Sheen said that boredom led him to alcohol and drugs. He has also voiced his distaste with Alcoholics Anonymous and said he overcame his addiction problems himself.
"I closed my eyes and made it so with the power of my mind," he said of his new sobriety. The actor completed treatment with an at-home "crisis management center," which he dubbed the "Sober Valley Lodge."
"It's primary patient achieved radical success," he said with a grin, adding that he's not concerned about relapsing. Sheen labeled those who relapse as "trolls" and "weak."
He also claims he'll not pass up a glass a champagne when celebrating, but has "no interest in cocaine."
And as for continuing his Hollywood career, Sheen said he wants to continue working in TV and movies, hinting that the world has yet to see his best work.
"Come on, bro, I won best picture at 20. I wasn't even trying," he said, adding that he'll continue to work on 'Men,' but not without some more pointed comments aimed at show runner Chuck Lorre over the status of the show's scripts and the fate of the cast and crew.
After spewing out direct questions to Lorre -- including "Why is it that when I was ready to return to work, you told me there were no scripts ready to shoot?" -- Sheen read a passage from the AA Handbook about acceptance.
"Accept me, Chuck," Sheen said.
Sheen's rants toward Lorre -- including an alleged anti-Semitic remark -- and his recent radio interviews bashing CBS led to the network's decision to halt production on 'Men.'

Justin Bieber and Selena Gomez hit the red carpet together at Vanity Fair's Oscar Party Sunday night looking super stylish in color-coordinated outfits, putting to rest any question of the pair's real
relationship status.
The duo was decked out in Dolce & Gabbana for the star-studded event, according to PopCrunch. Gomez, 18, wore a crimson D&G gown while Bieber, 16, wore a matching red pocket square with his swanky black suit.
The annual party, held at the Sunset Tower Hotel, marks the first official appearance by the teenage couple, who have been spotted on low-key dates by paparazzi.
The event also marked the red carpet debut of something else: Bieber's new haircut. The singer, who showed off his shorter 'do last week on Twitter and on 'Ellen,' looked so fresh and clean as he posed for photos with Gomez.
While neither star received a golden statue this year, the Academy Awards might not be too far off in Bieber's future. The Bieber-centric documentary 'Never Say Never' has brought in an estimated $62 million since opening earlier this month.
At last year's Academy Awards, Sandra Bullock walked the red carpet as a Best Actress nominee and dished about her love for then-husband Jesse James. Little did she know her personal life was
about to change drastically -- but for the better, according to Us Magazine.Bullock separated from James just four days after the 2010 Oscars when news broke of his extra-marital affairs. The actress then left the limelight to raise her newly adopted son, Louis and focus on her family.
"It's made me a better person," she said about her new role as a mom while speaking with NBC's Maria Menounos during the Oscar pre-show. "I'm more patient and accommodating. I really appreciate where I am."

After an extended hiatus, Bullock is back in the acting game herself.

When asked what she remembers from last year's ceremony, where she won her first Oscar for her emotional role in 'The Blind Side,' Bullock told E! News' Ryan Seacrest that her memories from the night are a bit hazy. "I only had two hours of sleep," Bullock said. "I remember none of it.
Tom Cruise has been cast to play a heavy metal rocker in the big screen adaptation of the popular Broadway musical 'Rock of Ages.' The film's director, Adam Shankman, revealed the confirmed
casting to Ryan Seacrest on the red carpet at the Oscars, reports UsMagazine.com.'Rock of Ages' is set in 1987 on the Sunset Strip, where a small town girl meets a big city rocker in LA's most famous rock club, and they fall in love to the greatest songs of the '80s.
Cruise, 48, is set to play fiction metal singer 'Stacee Jaxx' and will be singing the Bon Jovi classic 'Wanted Dead or Alive' in the film. When asked how the 'Mission: Impossible' actor was when it came to singing, Shankman replied, "He can sing! It's a miracle."
And it looks like the actor is working hard to perfect his role. Shankman said that Cruise was studying the required vocals and even checked out a performance of the show last week.

Adams apart was the jewelry she wore, worth a cool $1.35 million.PEOPLE is reporting that 'The Fighter' actress wore a Cartier platinum and diamond Haute Joaillerie secret watch bracelet, which featured a 30.75-carat carved emerald and 575 diamonds. The bracelet is worth $1.025 million.
Adams also wore a pair of platinum and diamond 2-carat stud earrings, worth $35,000 and a Cartier platinum and diamond necklace with carved 33.24-carat emerald, worth $290,000.
Unfortunately, Adams lost the Best Supporting Actress Oscar to co-star Melissa Leo, who let an F-bomb fly during her acceptance speech.
"I'm just shaking in my boots here," Leo said. "Yeah, I am kind of speechless. When I watched Kate [Winslet] two years ago, it looked so much f**king easier."
Backstage, Leo was quick to apologize for her obscenity. "I had no idea. This word ... I apologize to anyone that they offended. There's a great deal of the English language that is in my vernacular. I really don't mean to offend, and it's probably a very inappropriate place to use that particular word."
As we watched the starlets walk down the 2011 Oscars red carpet, we couldn't help but feel a sense of déjà vu when Best Actress nominee Jennifer Lawrence arrived.

Colin Firth earned his first Academy Award Sunday night, snagging the Best Actor Oscar for his performance in 'The King's Speech.'
"I have a feeling my career's just peaked," Firth said as he accepted his award from Sandra Bullock. Firth appeared emotional but mostly composed, calling his fellow nominees both "extraordinary" and "formidable."
Throughout the 2011 awards season, Firth's performance earned him a Golden Globe, a BAFTA and recognition from the Screen Actors Guild and a bevy of critics circles. The English actor received his Hollywood Walk of Fame star in January. Firth, 50, was nominated last year for 'A Single Man.
The rift between once-good friends Sandra Bullock and Scarlett Johansson still appears to be going strong, with both ladies avoiding each other like the plague at the Academy Awards on Sunday.
"It seemed like both of their arrivals were carefully staged to make sure they were never on the red carpet together," an insider tells me. "They both knew the other was presenting so it was no surprise that they would be at the same event, but they sure managed to keep away from one another."
Scarlett showed up at the Oscars with her agent, Joe Machota, by her side, while Sandra, wearing blazing red, looked happy working the carpet all by herself.
Any tension between the two ladies comes from the fact that since Scarlett and her husband Ryan Reynolds filed for divorce in December, Sandra has been seen multiple times with the actor. They insist they're just friends, and Ryan and Scarlett were even seen having lunch together in late January, fueling rumors they were getting back together.
"So much has happened to Sandra in the past 12 months since she won an Oscar that I'm sure she wanted a drama-free night on Sunday," a friend of the actress tells me.
As last year's winner for best actress, Sandra was obliged to present an award on Sunday. "Whether or not Scarlett would be attending had nothing to do with her decision to attend, and what she does in her private life with a man that is getting divorced is entirely up to her."
21st Century Girl' has debuted, and Willow Smith is channeling her inner Rihanna and her inner awesomeness in equal measure. Yes, the 'Whip My Hair' singer has indeed followed up her debut
single with a jam just as danceable and catchy, called '21st Century Girl.' And don't forget, she's still only 10 years old.

Black Swan' certainly won't be Natalie Portman's swan song.
The actress took home the award for best actress in a leading role at the 2011 Oscars for her role
as troubled ballerina Nina Sayers.
"I truly, sincerely, wish the prize was to get to work with my fellow nominees. I'm so in awe of all of you," a pregnant Portman, dressed in Rodarte, said as she accepted the accolade.
Portman beat out Annette Bening for 'The Kids Are All Right,' Jennifer Lawrence for 'Winter's Bone,' Michelle Williams for 'Blue Valentine' and Nicole Kidman for 'Rabbit Hole.'
Jeff Bridges, last year's best actor victor, presented the award to Portman, who thanked many people in her speech, including Luc Besson who cast her in 'The Professional' as a young girl.
Portman thanked her "beautiful love" Benjamin Millepied, the dancer and 'Swan' choreographer, who she says "has now given me my most important role of my life." Now that the awards season is behind her, Portman can focus on her upcoming motherhood duties
Eight-time Oscar host Billy Crystal returned to his most famous stage to a rousing standing ovation. Crystal, who hasn't hosted the show since 2004, came to introduce a segment featuring
Bob Hope hosting the first televised Oscars.
"So where was I," Crystal joked when hitting the stage. "Some things never change. The producers have asked me to tell you we are running a little long, so here are the nominees for Best Picture."
"The first televised Oscars was in 1953. I was five years old so for those of you who stink in math I'm 47. The host that year was Bob Hope. He hosted it 18 times. I hosted it eight, and I was pooped after two. Bob was the Oscars. He was funny, he was classy and he was what I think the Oscar host must be: a sexy movie star."
"I never worked with Bob Hope, I never met him, but one night we had a great moment together here on the stage of the Academy Awards," Crystal remembered. "Bob was sitting [there] and it made me a little jittery that he was in the audience. So I thought of a good, strong joke and I found myself looking at Bob Hope's face. And the camera was on him and he laughed and applauded and I introduced him and he blew me a kiss and gave me an affectionate little wave, and it meant the world to me," Crystal remembered. "And when the camera went away, he flipped me off. So I guess you could say we worked together."
Melissa Leo certainly had the winning speech of the night, but maybe for the wrong reasons. One moment, the Best Supporting Actress winner was speechless, the next she had censors working
overtime when she let an F-bomb fly during her speech.

Anne Hathaway and James Franco reminded audiences why they're crowd favorites with their hilarious intro monologue at the Oscars.
Franco, who scored his first Academy Award nomination this year for his role in '127 Hours,' looked every bit the handsome leading man in a Tom Ford suit, while Hathaway stunned in an embellished white Givenchy haute couture gown.
The pair not only charmed audiences with their undeniable chemistry, but seemed both genuinely happy and grateful to have the opportunity to host, with Franco snapping photos of the crowd on his phone.
Both actors not only showed off their acting skills, but their family members, to the audience.
Franco, whose mother and grandmother have been active on Twitter in the weeks leading up to the Oscars, introduced his grandma to the crowd, who joked, "I just saw Marky Mark!"
Hathaway, who has earned recognition in the past for her dramatic roles, showed off her comedy chops on stage, telling the audience of this year's nominees, "It's been a great year for lesbians, not just in general, but in movies!
Natalie Portman sported a purple Rodarte dress at this year's Academy Awards.
The actress showed off her baby bump in a deep violet gown on the red carpet. Natalie and her fiance, Benjamin Millepied, are expecting their first child this summer.
Rodarte, of course, designed the costumes for 'Black Swan,' the film Portman won Best Actress for at the Oscars.
The red carpet showcase at the 83rd Annual Academy Awards has tipped off, and we've already noticed a strong (and gorgeous) trend of sheer beaded gowns coming on quite strong.
The first lady to step out in one of these dazzling numbers was best supporting actress nominee Hailee Steinfeld.
The 14-year-old continued to prove that she's not only talented beyond her years, but also supremely sartorially savvy, opting for a ballgown by Marchesa that she helped design alongside designer Georgina Chapman.
"From the beginning, when I knew I'd be here, I drew something out, and this is exactly what I had in mind!" the youngster told Ryan Seacrest on the red carpet. "I'm absolutely in love with it."
The teen's ankle-length puffy gown with a slightly pink hue features a sheer sleeveless bodice that almost made it appear strapless, along with mounds of crystal hand-embroidered tulle. The alabaster-skinned beauty paired the pale number with a youthful headband and nude satin pumps.
Another actress making us do a double-take was Mandy Moore, who donned a buff-hued Monique Lhuillier dress that almost made it look as if she had gone totally nude, save for some strategically placed silver sequins scattered over her bodice, hips, and upper arms.
Like Steinfeld's gown, Moore's stunning frock had a similarly barely-there neckline that made it appear she had an off-the-shoulder gown.
Although she avoided fleshy hues, Michelle Williams also went for a sheer and sparkly floor-sweeper for her turn on the scarlet carpet.
The best actress nominee, who sported an adorable icy blonde pixie cut, chose a glamorous white column dress by Chanel Haute Couture that featured thousands of white pearl-like beads.
Before the Oscars start tonight, the red carpet will kick everything off in glorious, glamorous style. E!'s two-hour pre-show and an extra half-hour on ABC should give all of us fashion hounds

Penelope Cruz made her first post-baby red carpet appearance at tonight's Oscars just weeks after delivering her first child.
Clad in a sparkling red L'Wren Scott dress, Cruz stunned onlookers as she graced the red carpet on the arm of her husband, Javier Bardem, who is nominated for best actor for 'Biutiful.'
The 'Pirates of the Caribbean 4' actress is no stranger to the Oscars spotlight after winning an Academy Award for best supporting actress in 2008 for her role opposite Bardem in 'Vicky Cristina Barcelona.'
The King's Speech' star Helena Bonham Carter has been a red carpet regular all awards season long. Her wild style has also made her a constant target of the fashion police. For the Oscars, she
dressed down, wearing a black gown with cut-out sleeving that was downright restained compared to past gowns."This is something I got together with costume designer Colleen Atwood. I thought it would be nice to celebrate film instead of fashion," Carter said.
Atwood is no stranger to Carter and her beau Tim Burton, having designed costumes for 'Alice in Wonderland' and 'Sweeney Todd' during her long and storied career.
E! fashion critic Kelly Osbourne had the chance to address Carter's fashion choices but went the positive route. "I adore you. I love the way that you dress. You set a standard. You don't care what people think. I just wanted to tell you, you look beautiful."
